The event is being held in the Philippines; with attendees who are mostly living in the Philippines; with sponsors and exhibitors who are all based in the Philippines; with media partners that are all exclusively in the Philippines. Ergo, the art contests and all other activities are for the benefit of those in the Philippines. While we would love to someday host an internationally recognized event where we have attendees, participants and whatnot from all over, that is not the case right now. We therefore have to cater to the market that most benefits from this event. If someone who is not presently here in the Philippines wins our contest, we would have no practical method of awarding the contestant in person at our event; our media partners would have no practical way to interview or photograph a non-residential contestant; and so on.
And just for the record, our contests are NOT only open to a 'specific race'. The contest is open to all persons who are currently residing in the Philippines. Ergo, 'race' isn't an issue... heck, even 'citizenship' isn't an issue either as long as you're currently legally living in the Philippines and are able to attend the event.

We hope this answers your question.
